Although as Dave said WinBMD is not reliant on any browser it does use a library file during it's upload. It uses the file Winsock.dll which is held in C:\Windows/System32. You don't say in what way your upload isn't working but if this file has been deleted then Winbmd will fail completely. The easiest way to fix that would be to reinstall.

I've double-checked my firewall and WinBMD has all permissions.
I really appreciate all the help I'm getting from various people on this
problem and think perhaps I will have to reinstall WinBMD. It may have
just been coincidence that the send feature stopped working at the same
time I changed browsers.
