Firstly, I suspect that you contacted the Register Office, not the CRO, as
the CRO has nothing whatsoever to do with BMD records.

As to why they couldn't find them; Stockton RD now covers a much smaller
area than formerly. It only holds registers for those areas that it still
covers. The registers for areas now dealt with by another RD are held by
that RD. For example, until 1859 Hartlepool was a sub-district in the Stockton
RD, but it then became a district in its own right. Records for the Hartlepool
sub-district of Stockton RD are shown in the index as Stockton, but are
held at Hartlepool.

Local register offices don't require the volume and page (indeed they are
of no use to them), because these reference numbers only apply to the
copy of the records consolidated for the whole of England and Wales at
the General Register Office.

I suggest that for your remaining 4 deaths, you;

1) Verify the details in FreeBMD by reference to a copy of the fiche
2) Apply to the ONS at Southport for copies
