I think someone needs to go to the FRC and look at 1844B2. The problem
is that some pages got left out when the films were made so that the
microfilm copy at your local library is not evidence on its own that
there was no page between 401 and 403.
Looking at the scans of 401 and 403 there is a hand written page number
at the top right on the scan. So I am pretty sure there is a page 402
missing.
