It is true he should add a search link to Worldconnect, but there are
times where linking to the individual like from a photograph or a tree chart
can be nice. The database ids don't change unless you were to reindex or
change your Family Tree software that creates your Gedcom. The ids that
Worldconnect uses comes from your Gedcom. These are pretty static unless you
delete and readd someone.
This is my sample code. replace db with your database name and id= with the
correct reference.

I think what is happening is that the anchor is correct, but because both
the ids you tried are on the same page and fit within the same screen the
browser would appear to be going to the same location. The browser isn't
going to highlight on the page the particular record, though it will
generally be near the top of the screen, unless it is in the bottom of the
page. Then it can't scroll up any further.
