You need to make sure that the borders are of zero width.
The tag is <.FRAMESET FRAMEBORDER=0 FRAMESPACING=0 FRAMEBORDER=no BORDER=0>
omitting the full stop (period) after the <

You need all these definitions of the border in order to satisfy both
Netscape and Internet Explorer viewers.
