If you get the right tool, you can have it do things like

"Change the BODY tag in every file under this directory to...."

or

"Find every end of HEAD tag and insert before it this call to
a CSS stylesheet"

If you can have every page load the same CSS stylesheet, you can do all
sorts of things with fonts, backgrounds, colors, margins, spacing, etc.
The downside, of course, is having to learn CSS. But that's not hard.
