Unless the publication ceased publishing in UK 50 years ago AND the reporter=

died more than 50 years ago, 70 years in the USA.=20
Be careful though, papers rarely die they usually get amalgamated. Being=20
published as the "Bloggstown Banner and Mirror" for a few years after the=20
"Bloggstown Mirror"s demise, before becoming just the "Bloggstown Banner"=20
again.
Don't be frightened by copyright law. As long as you are not making a=20
commercial gain from publication of historical information, most copyright=20
owners are happy to let you publish in print or on the Internet, as long as=20
you have gained their permission to do so.=20
All that most copyright owners ask for, in return for republishing their=20
material, is an acknowledgement such as "included by the kind permission of=20
John Smith Esq."
If you have seriously tried to find the copyright owner, but failed; publish=
=20
anyway. Keep notes of your attempts to ascertain ownership. And put in a=20
disclaimer such as "Despite strenuous efforts, I have been unable to=20
ascertain the ownership of this material, but would like to give full=20
acknowledgement =E2=80=94 please contact me f you can help".=20
If somebody does come along and say "Oi! that's mine" show them how you=20
tried to find them and promise that you next update will acknowledge their=20
kindness in allowing you to use their material.
