Hi Deana,
I've found that for that type of image, it needs to be in grey scale
rather than in B&W to be legible.

The resolution you scanned and edited the image to make a differencer. I
use PhotoShop LE (limited edition -- it doesn't do all the neat things of
the full program) and I can keep an image large, as in number of pixels
wide and high (or inches, if I prefer), but then I save it at 4-6, a
medium-size file. It compresses the image. (I don't know all the
correct vocabulary for describing the process in any other program.)

Compressing it makes a MUCH smaller file, but leaves the size of the
image the same as before. It doesn't seem to really affect the
legibility.
