Are you asking about the File Upload Utility in File Manager? The browse
function is the Choose File dialogue from your computer. Select File Type
for viewing in the list, highlight the file name you want to upload and
click Open. The path, file name, and file extension will all be included.

This is Windows terminology, but the procedure is the same for a Mac.
