This is mostly true. In both Mac and Windows, the file selection dialogue
is provided by the operating system for client programs to use. However,
the default selections and the available selections are chosen by the
client program, not by the O.S.
OK, I obscured that pretty well. Let me try again:
The browse dialogue is part of the operating system, but the browser does
fill in the type menu and the starting type, and the starting directory.
So, like Elsi said, the fault is still with the browser.
At least that's the case with Netscape on Mac, Windows, & Unix and
Internet Explorer on Windows. (I have neer used a file dialogue on
IE-Mac but I would suppose they use the OS one instead of writing
their own.
