Check with your ISP, and check in your preferences whether you are going
through any kind of proxy. And ask your ISP to do a traceroute from you
to rootsweb and from you to one or more sites that work. It may be that
something in your route to rootsweb is doing something stupid about
caching. (Something that is not in the path to the other sites.)
