Ken,
Yes, you can have links to other sites on your page. Depending on
the site you are linking to, you may want to request permission first. You
can drop the webmaster a note to say your "Ken (last name), web master for
(site name) I would like to place a link on my page to (site name)." You can
put in a reason, if you find it will be benificial to your visitors or what
ever.
Some may or may not return the favor though, don't expect too much from
them. It's only proper for them to say "ok he's doing that, we can too". I
don't expect it from societies or sites along those lines. Personal site,
would be nice, but it doesn't always happen. You did your end by asking
permission. You may ask them for the same curtiousy in return.
