I didn't see an email 'fixing' your problem. So here goes.

Your hypertext references are okay
<.a href="#section11">K</a>
but your anchor names are not correct.

You have <.a name="#section11">K</a>
when you should have <.a name="section11">K</a>

IE is very forgiving (or sloppy) NS4.7 is more precise.
