Final Update: Wunderbar. The keyboard umlauts are now working, with both the 3 and 4 digit code to create the proper German characters. Perhaps specific to my year or model computer was a factory demo set to launch with the ALT-END keys. Lucky, the dumb sticker is still on the keyboard. Under keyboard properties, they also offered a way to disable the demo, and now all keys are available for other needs. If nothing else, my guilty ignorance may have shed light on a topic to help others. Thanks again for the input.
