Thanks for all your suggestions for getting rid of the waffle effect on my
scanned photos.
after looking at my scanner software a little closer, it has a moiré
correction, so applying that, tilting the photo to about 35degrees, and then
processing it through three different photo editing programs, I am able to
get a very clear image, almost better than the original.
