my first thought was to bluntly say - go and read some FAQ

but on reflection I would say

MAKE A PLAN

pencil and paper stuff
ask your self some questions

MAKE a TODO list

what skills do you need to aquire?

what is the pupose of your site?

who will read your pages?

are you going to spend money on Dream Weaver, or use freebies like I do?

what is good design?

BASIC site LAYOUT

in the first folder
a page > index.html

and a folder > images < to keep things tidy

another page > sitemap <

URL design
all lower case with no spaces or unusual characters

I like to date all my pages in the footer
to keep track
eg
