Actually, since you are using this image as a background on the whole page,
the browser is tiling it (repeating it) to fill the available space.

One way to prevent the border from showing up on the right side of your
page is to make the background image wider. Your background image is 800
pixels wide and 70 pixels high. Since I run my browser about 1000 pixels
wide, the image (and therefore the left/border side of the image) repeats
to fill the space. You can use any of the common image editors (Microsoft
Picture-It, Paint Shop Pro, Adobe PhotoShop, etc.) to expand the image (by
repeating only the papery 'background' part) and making it wider.

Another way to prevent the border from showing up on the right side of the
page would be to split this image into multiple images -- the flowery part
for the 'border' and the papery part for the background. Use only the
papery part for your page background and use the flowery part as a
background in the left table cell.

Define your left cell to be a fixed width rather than a percentage. That
way, shrinking the window will keep all the text in the right cell of your
table. Of course, you'll also run the risk that if your right cell content
is too wide, a user will have to scroll sideways.
