This looks to me like a pretty good solution.
Here is a link to a Double Border tutorial:

Straight forward and simple. It automatically resizes the page to fit your
screen.

Subject: Re: [FreeHelp] resolutions ?
Hi,
Most people.. like myself do not know about adjusting the resolution on a
browser for different web pages/sites, or really don't want to be bothered
with it...
When creating my website, I was told that some of the pages were showing the
left side bar of my back ground on the right side. To correct this I
enlarged my back ground, so it extended further to the right. I asked on
this mailing list what would be a good size in inches for the jpeg file of
my back ground. The answer I got was 16 inches... I then went into my photo
shop soft ware and created a strip back ground that was 2 inches wide by 16
inches long. on this I created my left sided bar with the graphics, this I
found shouldn't be more then 1 inch as more then that causes the table I
used for the pages information to be to narrow, without extending over the
graphics, or off to the right..
I have found that this works well with any browsers resolution...
I guess if you didn't want to do something like this you could put a notice
on the top of each page what resolution your site is best viewed at...
personally when reading a genealogy website I don't want to have to adjust
my browser, or scroll side ways... or wait for a long time for a page to
load.. although I do have some pages that load slowly I try to indicate at
the link that it does load slowly and why...
I'd say 50% of the people doing genealogy are 50 years old or older... WE
(I'm 59) are really newbies to computers... We learn but sometimes need to
be told how to do things... I feel the easier my page is to read.. the more
people will read it... So the adjusting of my browser is not something I
want to do when I'm trying to find information...

Ok thanks Jim -
I got my own settings here on my system set at 800 x 600 pixels
I guess what I was really asking, was how can I [and or other's] set the
width of our web pages so that it basically looks somewhat the same on the
viewer / visitor's screen also ? ? ?
Is it up to the visitor to know what resolution is best for viewing this or
that particular web site ? ? Or is there a some what [if you will] industry
standard ? ? regardless of their monitor size, settings and other extraneous
equipment / applications that the visitor has :) yes I know one can not
please everyone, but is there a happy medium :)
