Hallo Jen,
I recently had a page with data for each person under various headings
and which I found difficult to display adequately. I solved the problem
by incorporating a simple style sheet - 2 headers, a list and links -
and no table, instead a vertical listing for each person, using indents
to attribute a horizontal position to a type of data. The page is at

I used the text lines as separators because I used them as headings
also, but .hr would do the job. In a similar way you could perhaps have
the name and number, then the military details in a block on the next
indent, and the notes, etc, in another block on a second indent. Thus
instead of a table row, you would have a vertical block per person, the
type of info being clear since the horizontal start position of the
appropriate subsidiary blocks would all be the same. This method leaves
the name standing out.
I found the .dl tag more useful here than .blockquote.
