Donna:
"Storing" would refer to dumping some number of JPG images into a directory
to be browsed. If, however, you were to create web pages (HTML) files to
display the photos, then you aren't 'storing'.
Some other considerations -- 'storing' might be construed if you had a web
page with lo-res versions of the photos and then linked to the larger
(3/5/6 megapixel) versions for download.
It's all a matter of presentation and intent.
