I believe, rightly or wrongly, that the RootsWeb prohibition on "storing"
refers to the placing of files on the RootsWeb server that are not part of
the content used in the display of a particular site's pages. That would
include any files that are placed on the server in a 'backup' capacity, i.e.
stuff you may not want to loose and choose to treat the RootsWeb server as a
"bank".

Likewise the reference to "downloads" applies to the "storing" of files that
are available for "download" but form no part of a displayable page on the
site, i.e. they could be a utility program etc..

All pages and the content displayed are "downloaded" into your cache, and
that is a normal function of any computer accessing a web page on the
internet.
