That throwaway error message may be the key. Port 21 is usually the
control channel for FTP file transfers, i.e. I want to send you a file,
okay I am ready to accept the first packet from you.

Have you changed from dial-up to DSL and need to configure your router?
Have you added a firewall, blocker, or a security utility such as Norton
Security? Any of these may require you to configure them to allow "probes"
from the FTP server on port 21.
