There is an application built into Win XP that can create HTML (hyper-text
markup language) files -- Notepad, a simple text editor. Click the "Start"
button, "All Programs" and look for it under "Accessories". It's been in
Windows since the very early days.

I use it frequently for various simple tasks because it takes so little RAM.
(It makes a great intermediary for CSV files, as it strips out formatting
codes, but does "Search & Replace".) Notepad wants to name the file with a
".txt" extension, but this can be overcome.

I do NOT recommend it for writing code, especially not for beginners. It is
decidedly NOT WYSIWYG, so you have to know HTML really well & look carefully
for errors. It's something like using an axe instead of a saw to cut a
board.

Which brings us to the matter of the right tool for the right job. You
wouldn't trust the mechanic to fix your car who had only a hammer in his
kit. And, if you were yourself going into the auto repair trade, you would
expect to buy wrenches & screwdrivers of various kinds - often at great
personal expense. Making websites for others to read is analogous to any
craft; it requires the appropriate tools and the knowledge to use them
appropriately.
