Since you have to use absolute url's for the link to the style sheet,
it may depend on the length of your url. I chose the smallest one I
could which happened to be the space my ISP gives me so it is
http://users.adelphia.net/~gearyhome/rootsweb.css

versus the one you might have to use for freepages which would be
http://freepages.genealogy.rootsweb.com/~gearyfamily/rootsweb.css

You could shorten it even more by using rw.css as the file name.

There is a limit on the # of characters you can include and I no
longer remember what it is. Pat Asher can probably answer that.
