We used used Picasa2 to create thumbnail images (it's free from
http://picasa.google.com/support/ ).
In Picasa2, under Tools > Experimental > Publish via FTP is how we made the
pages; a sample is here:

We also posted the photos at Findagrave.com

After doing all that work taking pictures of the entire cemetery and
captioning every tombstone, we felt that posting the photos in two places
was worth it if it helps other researchers.
