Neither PAF nor any other genealogy program will import a word file and convert it to a GEDCOM.
If the Word file is of a structured type you *might* be able (with the help of macros, etc) to get it into excel and then massage that into something you could make into a gedcom but in the long run it is going to be easier to just type the info into a standard genealogy package... believe me-I went down that road once- and that was more than enough!

Your friend could download the PAF system (free) from _www.familysearch.org_
(http://www.familysearch.org) (Church of the Latter Day Saints) and import
his file into that and then generate the gedcom file. They could try importing
directly from the word file into the new program but a more successful
route would probably be to export the Word file to Excel and then to the gedcom.
A lot depends on the content of the word file and the receiving program;
