The answer is really NO - It is not the style sheet that enables a menu
on each page.
Except the style sheet enables the creation of a menu
What you do to get the menu so any change will appear on all your web
pages is use SSI includes
I have a page on how my site works here
I have a top banner the same on every page
and a left menu which I change for different folders
