Bill,
Are you wanting to be able to include a menu, and control its
appearance, by use of a style sheet. If this is so, as Ron said, you
can't do this with a style sheet. A style sheet will only control the
styles.
To include a menu would take another application such as server side
includes, as Ron pointed out. This can be done many ways. It all depends
on what you are trying to do. Here are a few examples of how you can
include a menu into your site.
1. by date such as the month, week or even day of the week
2. by web page such as a menu for the home page alone
3. by directory
For any of these applications to _work web site wide_ your web site must
be already be using server side includes in a template. If not you will
defeat the purpose by manually entering data one page at a time and they
will not work.
Is this what you had in mind? If so, I have some examples at my site.
This page that I will direct you to has examples by date. This will give
you some idea of what you can do. I believe that Rootsweb's servers
support conditional statements. Pat would know.

While you are there, you can check out what a web page template might
look like that uses server side includes.
