I no longer have the original email from Rootsweb
so cannot say what a new user gets in the way of instructions:
Once you receive the eamil from rootsweb for your
space, you should be able to logon to your
account. Many of the problems with people trying
to log on is either typing the username and
password incorrectly OR copying and pasting from
the email sent by RootsWeb and picking up one
blank space. Believe me I know cause I have done it myself.
Also depending on how you are trying to log on to
the account - RW File Manager, a WYSIWYG editor
or any web editor, or a 3rd party ftp program.
File Manage is fairly simple, you sign in, work
your way through the various screens and the file
editor is there.

was written some time ago.
NO you do not have to name a page and upload
something to your site before you can access it
but all you are going to see is a list of the
site like this http://freepages.family.rootsweb.ancestry.com/~gearyfamily/
With all of the sites, I have or maintain for
others on the various servers, the site showed
immediately after it was published.
Found one of the original emails and one of the
links (at least then was) http://www.rootsweb.ancestry.com/rootsweb/wizards/
Not sure exactly what kind of info you would like
to see included in the welcoming email.
