Ralph,
You don't list any specs so I'll mention one that I have used and still
do occasionally, Blue Fish. It is very simple. I don't remember if it
offers "Projects" functionality. Documentation is available, if interested.
By the way, I have been looking for one too and am now trying to learn
Aptana. It offers HTML functionality but it is more than an HTML editor.
HTML is just one part of this huge developer platform. Plugins are
available but I have not checked this out.
