Does anyone know definitely under what circumstances a Coroner's Sale would
have been conducted?

(It sounds like it could have been financial obligations related to a
burial, but I haven't found anything that states under what circumstances a
sale of this type would have been conducted. I'd also wondered if it could
have been a debt owned to someone who died.....)

.....this mentions an execution in favor of Samual Jackson, and I think he
was a deputy sheriff at the time...
