The DeKalb History Center has a set of online databases at http://www.dekalbhistory.org/04_archives/online_databases.asp . There are many errors scattered throughout, but in general it is a very good place to start.

According to the marriage database, the marriage of Cicero Morgan and Tempie Justice occured on 1 October 1893 and is recorded in DeKalb County Marriage Book F (1887-1893) on page 404. I'm pretty sure the Probate Court will mail a copy for a small fee if you provide the reference.
