I'm thinking that the residence requirement can go in the section on
Elections. As to loss of membership -- maybe just a reference in this
section that the CC maybe removed from a county for failure to abide by
P&P. A person wouldn't lose membership until they lost all their counties.
We could also reference P&P for getting a CC assignment as well.

What do y'all think?
