The boats that brought people from Ireland to Scotland
would have been quite small. There would be no passenger lists. I would imagine that they were overloaded in many cases. The stretch of the Irish Sea is also very rough at times.

Nowadays, there are laws about the number of passengers and also lifejackets for everyone.
