Janet,
I think that you should be able to do this fairly easily. I would
look in the 1900 census, either in West Superior, WI or in Youngstown, OH,
for the mom's name. Also, since your grandmother was the oldest, born in
Steeltown, PA, I would search the records there for a marriage in about 1888
to 1889 (possibly early 1890) for Andrew Gardner. With marriage records and
matching census data, you should be able to rest comfortably that you've got
the right woman.
Some of the census data is already online, and sometimes folks that
are on a local mailing list for that county will either do a free lookup for
you, or may even have a book of published census data at home (or a local
library).
