REQUEST FOR DISCUSSION (RFD)
moderated group soc.culture.uganda
This a formal Request For Discussion (RFD) concerning the creation of
a new moderated newsgroup called soc.culture.uganda. This is not a
Call For Votes (CFV). Please do not vote at this time.
RATIONALE: soc.culture.uganda
There is over 3,000 Ugandans in the country and living in Western
world who have access to electronic mail and the internet who are keen
to keep in touch using electronic media. Although there are mailing
lists that address different aspects of Uganda , there is no
USENET-based newsgroup where people from all over the world can
participate in discussions about Uganda. This newsgroup will therefore
provide an open forum where people all over the world can exchange
information and discuss issues about Uganda, without having to
subscribe to all the existing Uganda-related mailing lists, although
it is expected that most of the participants will be Ugandans and
friends of Uganda living abroad or at home, everyone who has interest
in any aspect of Uganda is welcome to participate.
CHARTER: soc.culture.uganda
soc.culture.uganda is intended to be moderated forum for discussion on
issues relevant to the culture, peoples, resources, and politics of
Uganda. All topics for discussion relevant to Uganda are appropriate,
and would include, but not limited to:
Ugandan peoples, the country's laws, political and social issues.
Ugandan technological developments. Ugandans living abroad who will
make up the bulk of discussants e.t.c. but must be related to Uganda.
The primary language on soc.culture.uganda will be English, Uganda's
official language, and other Ugandan languages will be allowed.
However, we encourage translations into English, where possible, for
the benefit of other worldwide netters. Soc.culture.uganda may, at an
appropriate time, be gate-wayed to any of the existing Ugandan mailing
lists within and outside Uganda. When that becomes necessary, the
appropriate USENET guidelines for newsgroup-mailing list gate-waying
procedures will be followed. There is a good deal of inapprropriate
posts in some of the unmoderated soc.culture.* newsgroups and the
moderators have had this in mind in requesting a moderated group.
Uganda also known as the pearl of Africa is located in East Africa, is
land locked and with a cultural mix which may well in part explain its
political history. In the past, the discussions on Uganda have taken
place in either newsgroup soc.culture.africa. or soc.culture.kenya.
Ugandans were forced to sort through myriads of news items before
finding issues pertaining specifically to Uganda. In light of the
recent political developments in Uganda ie the general election, this
group will be very useful. For these reasons, we have sought to start
the soc.culture.uganda newsgroup and hope for the support of all
fellow Ugandans and others who may be interested.
soc.culture.uganda shall be a moderated group.
Anyone may volunteer to join the moderation panel with the consent of
a two-thirds supermajority of the current moderators. Moderators also
may be removed by a 2/3 supermajority of the moderation panel. Of
course, moderators may resign of their own volition at any time.
Submissions that fall into the following categories shall be rejected:
Posts that do not pertain to directly or indirectly to Uganda. Posts
that do not fall within the charter of soc.culture.uganda.
Commercial advertisements unrelated to Uganda; "spam" articles.
"Me too" posts; excessively repetitive posts; posts that do not
contribute any new discussion to an ongoing thread; posts containing
an unreasonable amount of quoted text.
Posts containing profanity or excessive rudeness; posts that lack
appropriate civility and tone. While well-placed heckles are
certainly acceptable, flamewars are not.
Excessively ungrammatical posts; posts containing excessive
misspellings; posts exceeding the limit of 75 characters per line.
Moderation is by no means intended to impede freedom of speech, but
merely to help readers make the most of their time by ensuring
conformity to the objectives outlined in the charter.
Individuals who believe a particular moderator has unfairly rejected a
submission can appeal to the entire panel of moderators. The panel
will reevaluate the submission and make a majority decision as to
whether it will be posted. In the event that the moderation panel is
evenly split over whether a submission ought to be posted, the
submission shall be posted. This appeal is final; however, the
moderators at any time may suggest ways in which a submission might be
edited so as to be acceptable for posting.

PROCEDURE:
This RFD has been prepared in accordance with the requirements
contained in the USENET guidelines for creation of new newsgroups.
Discussion of the RFD will continue for at least 22 days from the
date it appears on news.groups and news.announce.newgroups. The
discussion will take place on news.groups, which is a group dedicated
to the discussion of new newsgroups, and anyone is encouraged to
participate. A second RFD will be issued if the need arises. However,
if there are still problems with the RFD after 30 days, discussion
will be taken off-line. Otherwise, at the end of the RFD discussion,
the CFV will be issued and the vote conducted by a neutral third
party, the Usenet Volunteer Votetakers (UVV).
