I'm not certain, but I believe he was a geographer or mapmaker from
the province of Groningen, the Netherlands. He may have been more
than just that, however.

There is an entire volume by Menso Alting in the Rare Books section of
the Graduate Library at the University of Michigan. It is entirely in
Latin and contains maps of the Benelux region (but mostly of the
Netherlands), along with descriptions of towns.
