To get a copy of the persoonskaart of a disceased person he or she needs to be dead for more then 2 years. If the person is dead for more then 20 years more information is given. The date of death must be not earlier then 1939. On the form that is provided they ask for familyname, given names, date and place of birth, date and place of death, name of spouse and date and place of birth and death. The more information you give, the greater change you have in getting the card. Payment is per search, if not found you still have to pay.

So in fact any person can get any persons persoonskaart copy.
