as in real estate: Location. Location. Location.
If you live near the Rhein River, it is cheaper and easier, if you have trunks,
etc. to go by boat Amsterdam, Antwerp, etc, rather than take a coach or train
to Bremen or Hamburg.
Also depending on the time of departure, eg, before ca. 1871, those northern
ports were just as much "foreign" as the low countries.
