Thats halfway true only: during the time of the occupation of parts of
Germany by Napoleon, i.e. til 1812, in this areas paralell registers
existed. After that only in Prussia, namely the "old" prussian countries
a duty existed to hand out a copy of the church register to the court,
once a year. In some lucky cases at least one of the two copies
subsisted.
So if one starts with the church register, he will most probably not
have to look up the hard to find court files.
