Did you really call all the 44 Ursula Vetter in Germany?

You can try to find the address of Karl Vetter in addressbooks of
Frankfurt/Main of the year 1926 and the following years. This way
you can know when Karl left Frankfurt or when he deceased. Then you
could ask at 'Einwohnermeldeamt'/resident's registration office for
his new address hoping that he took his daughter with him (that
depends on her age when he moved). For 'Einwohnermeldeamt' write to
Stadtverwaltung
Einwohnermeldeamt
D-60... Frankfurt/Main
Germany
(street address unknown)
And so on!
