As always, our chère Hélène has come to the rescue and clarifies a problem.
As always, I appreciate it very much. Not only have you performed a
personal service but also a service for all of those who live "south of the
border" and "occasionally" (?) get totally confused on this subject.

I'm glad you added the map and doubly glad you didn't go into the
territorial sub-divisions used for censuses! Perhaps our cousins in France
are wondering, "What IS the problem?"
