Subject: migration from argentina to US - criteria?

Hi!
My father in law left Calabria at the end of WW2 and went to Argentina. Some
years later he emigrated from there to San Francisco where he raised his
family. I understand immigration from Italy to America was strictly
limited in
the postwar years. Is this the case? And were these limits less strict from
Argentina, does anyone know? My husband's brother, a child at the time, says
he remembers immigration being very easy, but he doesn't know the details.
Both the parents are now dead, so we can't ask them, but I am researching the
Calabrian and Argentinian histories and should appreciate this information to
bring it all together.
