Archbishops and Bishops outside the UK are not entitled to seats on
the House of Lords. While many countries are in the "Anglican
Communion", technically, they are separate churches. Thus, the
Primate of Canada is the actual head of the Anglican Church of Canada,
and officially has little to do with England. In theory, he is equal
to the Archbishop of Canterbury, as heads of similar, but separate
churches. That's the theory. In practice, most Anglicans worldwide
regard Canterbury as the head guy.
Some "high church" members will use "My Lord" to address a bishop (and
bow their heads). This is not required (some would say it is not even
proper), and not used often these days. Most that I have talked to
just like to be addressed by their first names!
