RW CDs are cheaper than removable drives but not cheaper than tape.

Let's face it RW CD technology isn't as good yet as hard disk technology.

The solution you proposed is very inconvenient once you realize that the
capacity of a RW disk is 550-650 MB. To have to make logical drives that
small in at a time when 40+ GB hard disks have become affordable would be a
great pity. MS Office 2000 alone takes 250 MB, Windows 98 ~200 MB, Visual
Studio 800 MB. The amount of data in many C drives are well over the
capacity of a RW CD. Copy it to span CD's is a pain.
The solution you propose is feasable only up to ~15 GB hard disks. Since
there are only 23 drive letters available. Today you can buy a 28 GB drive
for $150.
