Yes, it is speculation - as speculative as making her daughter of Henry I.

Keats-Rohan cites P.Busey, 'William of Falaise', Notes and Queries for
Somerset and Dorset vol 33, Sept. 1992, pt 236, pp.146-7, as the source of
this information. I haven't seen this so cannot comment on what it says.

However, I feel that if Sybil were daughter of Henry I, he would have
arranged a far more politically advantageous marriage for her, as he did
with all his children.
