The Oxford _Concise_ DNB does not mention king Richard.

"Arundel Priory" by Mark Elvins (Phillimore, 1981) states Thomas was "committed to close confinement in the Castle of Reigate under the Duke of Exeter" - Reigate belonged to the Duke of Exeter.

I am pretty sure the Concise DNB blundered in calling John Holland, Duke of Exeter his half brother, but wanted to see if anybody thought differently.

I think you are reading it wrongly, King Richard II placed him in custody
of his half-brother-----King Richard's half-brother.
