nope, Walter Drummond was not curaror of an insane baronet.

Instead, either that Walter Drummond, or on his behalf his own guardian if
he was underage,
paid the merks to the correct curator, to fulfill Walter's duty towards the
overlord to whom belonged that rent from Water's *tack*

This payment receipt does not say anything about Walter being in his
majority or not at the time.

Since Walter had two deceased brothers by 1701, there could be a hunch
Walter were younger son originally. But not necessarily.
If he were younger son of a marriage which took place in 1673, then it's
quite plausible he were born in 1680s, and could (but not necessarlily was)
have been underage in 1701

Walter's daughter is seemingly mentioned as having had wedding in 1740.
Thusly she would be born around 1720.

at which point, her father Walter should niceliest be between 30 and 45.
