Your description of the "archives" is unfortunately typical in many areas of
the country. Due to historic limited funding many archiving organizations
aren't organized in the files. Many valuable records have bben lost and
destroyed in the the poor storage conditions.
This problem has been addressed throughout the country by various Volunteers
who sort and file the information, a lot of these Volunteers are genealogists
and historians.
If you find one of these situations, and can spare the time to do some public
service, it is a worthwhile past-time (pun) the help yourself and others by
volunteering to help structure the records.
This is not limited to State archives, they are better organized than the
note generally indicates, but THE LOCAL RECORDS in your town probably need
help.
Please think about it, the world is starving for archivists. Great
organizational training.
