Well, it all depends...on your library, on how much information you provide
to the librarian, and costs. Every library has a different set of
rules/policies that guide this process. My library system is wonderful--we
try for everything and are able to obtain lots of things on interlibrary
loan and our reference staff really does a first rate job with inquiries
such as these. Some material cannot be loaned to anyone (person or
library), but often if you provide a surname, they'll make photocopies of
directories. It never hurts to ask!

I believe the original question asked about Rome, NY. There are city
directories available
ROME, NY: 1857/58, 1859/60 (fiche); 1866/67 (film)
Information is at http://www.nysl.nysed.gov/genealogy/citydir.htm#r
Perhaps our librarians here can tell us whether a research librarian at a
local library might have success in requesting information from the NY State
Library.
